Is it technically illegal to put Dragostea Din Tei by O-zone on youtube Even though it is from another country?

I uploaded a youtube video with that song on it and since it is out of the country im not sure if their copyright laws apply here or what... also if it is illegal i would like to get permission from them to use it in my video and how i would go about doing that
