Help with family pet troubles?

Okay, my sister has this bird that she bought on impulse. Its a parrotlet. I said that it was a bad idea and we don't need it but of course my parents didn't listen. Now, all it does is sit in a cage all day and chirp. She refuses to sell the bird, and we are moving to a smaller house where the birds peeping will be unbearable and inescapable. I think its unfair to let her annoy the rest of the family with a bird. We also din't do any of the things the bird needs, such as not using teflon nonstick pans. Any advise?
